Milk is pretty moist and mild, so it can help people to reduce the discomfort of chlorine. Soak your eyes in the milk, then wash them with pure water or physiological saline. There shouldn't be any milk deposit in your eyes, because it'll cause other problems. Use artificial tears in the end. You may need professional eye drops to cure chlorine. They can cure your chlorine eyes basically and entirely, most importantly, they are more convenient than the milk remedy.

Well, yes, milk can be good for chlorine eyes. Generally speaking, when you have chlorine eyes, your eyes will be painful and burning. Of course, there are many ways you can just have at try to treat it. For example, you can just apply some milk on your eyes in several days. And it can be effective, for milk contains vitamin and many other healthy ingredients. In that way, it will allow the milk to buffer and dilute the chemical imbalance, or it will hurt your eyes. By the way, a piece of soft cloth should be used. Anyway, you can just have a try.

Yes, it is true that milk can help people with chlorine eyes. First, if you have swam in the pool and you can get a lot of chlorine on your goggles and in your eyes, you can use milk to clean them since milk is a base, and it counteracts the acid in the chlorine.
