Can I upgrade a 1.5 index lens to 1.7 index lens without replacing the lenses?
That's impossible. The only thing you can do is to replace the lenses if you want to upgrade a 1.5 Index Lens To 1.7 Index Lens.
Which one is better in UV protection, Photochromic lenses or Polarized lens?
Both of them can give 100% UV protection. If you drive a lot, I would suggest you to get polarized lens. They can reduce reflective glare which photochromic does NOT. The photochromic lenses will start to fade in 2 years.
