The best way is to go to the optical store to try on eyeglasses with diffrent colors to find out the best color that can make your blue eyes stand out. Personally I think, brown, purple, and blue colors will suit you fine and make your blue eyes stand out.

I think the black framed eyeglasses can make your blue eyes stand out. I saw a lady who has a pair of big blue eyes wore a pair of black framed eyeglasses yesterday. Her eyes are very big and beautiful. I just have a crush on her.
